Kelly Head-Halladay
Kelly, co-founder of Peralta, LLC, has dedicated over 28 years to advocating for individuals with developmental disabilities, particularly those with co-occurring behavioral health challenges. She began her career as direct support staff in Arizona and has since progressed into leadership roles, currently serving as the COO of Westcare Management.
A passionate advocate, Kelly has served on both state and national boards, and currently holds the position of President of the Idaho Association of Community Providers (IACP), where she drives healthcare policy improvements.
At Peralta, LLC, Kelly leverages her extensive expertise and unwavering dedication to empower adults with developmental disabilities to live fulfilling, independent lives.
Merinda Halladay
Merinda, co-founder of Peralta, LLC, boasts over 20 years of experience in the Intellectual and Developmental Disabilities (DD/ID) industry, with a strong focus on program development, ICF/ID regulations, and leadership. As a co-owner of Phoenix Management, a supported living agency in Southern and Eastern Idaho, she has successfully developed programs for highly behavioral individuals and provided consultation on regulatory compliance, abuse investigations, and new program development.
Merinda has worked closely with the Idaho Bureau of Facility Standards, serving on the Internal Dispute Resolution panel. She is renowned for turning around struggling facilities and creating specialized DD/ID programs across multiple states.
Ms. Halladay is also actively involved in state and federal committees addressing DD/ID and Medicaid issues. Her commitment to legislative advocacy plays a crucial role in advancing improved care and services for individuals with disabilities.
Administrative Staff
Andrew Greenhalgh-Johnson
Andrew, one of the co-founders of Peralta, LLC, has devoted his career to the Intellectual and Developmental Disabilities (I/DD) field since graduating from Oklahoma Wesleyan University in 2008. His foundational roles as a direct support professional and house manager were instrumental in cultivating his deep understanding and passion for the field.
With over a decade of executive-level experience at various provider agencies and Westcare Management, Andrew brings a wealth of leadership and expertise to his work. He is fervently committed to legislative advocacy and serves as the Board Secretary for CASA of Lane County, where he supports vulnerable individuals through active community engagement and policy initiatives.
Clinical Director:
Donnie Cole hails from Kettle Falls, WA, and is a proud veteran of the United States Army. After serving his country, Donnie pursued higher education at Eastern Washington University, where he graduated with a Bachelor's of Science degree in Applied Developmental Psychology, along with minors in Anthropology and Sociology.
Donnie's passion for helping others was ignited through his work as a Direct Support Professional and Registered Behavior Technician, providing services for individuals with intellectual and developmental disabilities. This passion led him to further his education at Capella University, where he graduated with distinction, earning a Master's of Science degree in Psychology with a specialization in Applied Behavior Analysis.
Currently, Donnie is a Board Certified Behavior Analyst and a licensed provider through the Washington State Department of Health. He offers behavior analytic services within clinical, educational, and community-based settings, making a profound impact on the lives of those he serves.
Sarah McClure
Sarah, co-founder of Peralta, LLC, started her career as a direct care professional in 2003 and has become a dedicated advocate for individuals with developmental disabilities. She also serves as Executive Director of Milestone Decisions Inc., providing essential services and fostering inclusive communities in Northern Idaho.
Her leadership is a testament to her compassion and unwavering commitment to empowerment. Since 2021, Sarah has also served as the Secretary of the Autism Society of Idaho, contributing her expertise and dedication to the cause.
Beyond her professional endeavors, Sarah excels in balancing her roles as a devoted parent and a community advocate, channeling the same dedication into every facet of her life.
